On January 31, 2019, CONMEBOL started a tender aimed at companies specialising in providing technology and services for VAR execution in its most important tournaments, for the period between 2019 and 2022.
The deadline for submission of bids was set for February 11. At the closing of the bidding period, five bidders submitted their offers:
The received offers were thoroughly assessed by the evaluation committee and composed of the following areas:
The evaluation carried out during this stage included the review of the legal documents provided by all bidders, compliance with obligations in their countries of origin, financial profile, technical proposal and analysis of the prices, among others. After these evaluations, there were two finalists:
On March 13, 2019, after presenting the alternatives to the CONMEBOL Council, Hawk-Eye Innovations was selected as the provider for services and technology for the use of VAR (Video Assistant Referee).
Hawk-Eye is a leading innovator in sports technology and is considered a pioneer in the development of VAR and GLT in football, now working as the official provider to some of the world’s largest football federations and events. First used in 2001 to analyse decisions in cricket, Hawk-Eye now plays an integral part in over 20 international sports.

The contract covers the provision of technology and services for the most important CONMEBOL tournaments (Conmebol Libertadores, Conmebol Sudamericana and Recopa) for the years 2019 to 2022 (including Recopa 2023).
In addition to this service, the contract includes the complete equipment of the Technological Arbitration Training Center (CETA), located at CONMEBOL’s headquarters in Luque, Paraguay. This Training Center will be available to train referees from CONMEBOL, as well as for all Member Associations that want to use it.
